Zombie and skeleton horses actually spawn in Minecraft (not to burst anyone's bubble). But, you can still ride and tame one! (This only works in 1.700.90). [You will also be told how to make spawners of them!]
Steps

1Type in /summon. This is a new command added in 1.7 that can spawn anything if used correctly, including Ender Dragons, Ender Crystals, Wither Skulls and even Giants.

2Type Entity Horse ~ ~ ~. This will spawn the mob at your exact location.Advertisement

3Type {Type:3, Tame:1}. This will make the horse a zombie horse and it will already be tamed. might not work

4Hit Enter. The zombie horse should spawn! You can put on a saddle, not horse armor. Be sure you typed this: /summon EntityHorse ~ ~ ~ {Type:3, Tame:1} (If you want a Skeleton horse type the same thing, just change the 3 to a 4.)
